In a bid to operationalize Article 27 (2) of the 1995 Uganda Constitution which guarantees citizens’ right privacy and the 2014 African Union’s Convention on Cyber Security and Personal Data Protection, Uganda came up with the Data Protection and Privacy bill that was signed and assented into an Act; on the 25th February, 2019.
The new law is intended to protect the privacy of the individual and of personal data by;
- Regulating collection, storage, processing and use of personal data by different entities including government agencies, corporations, and private institutions operating both within and outside Uganda.
- Provide for the rights of the data subjects (persons whose data is collected)
- Provide for the obligations and duties of the data collectors, data processors and data controllers
- Regulating the use or disclosure of personal information
